YouTube only generates maxresdefault.jpg (1280×720) for videos uploaded in HD. Older or low-resolution uploads may only expose the medium and default sizes.

No — YouTube's animated previews are WebP storyboards served through a different endpoint, not standard image files. This tool works with the four static JPEG thumbnails only.
